The call is aimed at those of you who wish to deepen collaboration with partners in the US and/or the UK within health and life science. The purpose of the project should be to enable long-term research and innovation collaboration.

The call for proposals is aimed at academia, research institutes, public sector, civil society organisations or small and medium-sized enterprises (SMEs), in Sweden.

How much can you apply for?

Vinnova can grant up to SEK 1,000,000 per project. The project should be 12 months of duration.

    • The offer is aimed at actors who want to enable in-depth international collaboration in health and life science. The focus of this call for proposals is on planning long-term research and innovation projects with parties in the USA or the UK.

      Many of today's health challenges are both complex and global. At the same time, increased knowledge about disease mechanisms, new technology and digitalisation create great opportunities to use and improve the individual's conditions for increased health and well-being in a more equal and sustainable way.

      International cooperation provides added value such as increased access to leading competence, R&I infrastructure in other countries, mutual learning and access to new and larger markets. Two of the world's strongest countries in terms of research and innovation in the areas of health and life science are the United States and Great Britain. Sweden has a tradition of good cooperation with these countries and in recent years has also signed bilateral cooperation agreements at government level.

      The offer is aimed at those of you who are planning a long-term research and innovation project together with parties from one or both of these countries and see a need to deepen the collaboration and strengthen the project proposal to enable future funding.

    • International cooperation is a prerequisite for us to be able to deal with health challenges. It is also a way to reach the goal of Sweden being one of the world's leading research and innovation countries and a leading knowledge nation. International cooperation leads to high-quality research and innovation that promotes society's development, welfare, preparedness and business competitiveness.

      Climate and gender equality are central perspectives in all of Vinnova's investments

      Vinnova is tasked with promoting sustainable growth and community development. Genom Agenda 2030, the countries of the world have agreed on a global agreement and understanding of what characterizes sustainable development. Through our efforts, we contribute to the global commitment to reach the goals.

      In Inom Agenda 2030, Vinnova has specifically identified climate and gender equality as two central sustainability perspectives to which our funded investments should contribute positively. Project financed by Vinnova are therefore expected to take special account of the climate and gender equality aspects.

      One aspect that Vinnova follows up and assesses is whether both women and men take part in the grant in an equal way, participate in and have influence over the project.

      Another aspect involves analyzing and deciding whether there are gender aspects that are relevant to the project's problem area, solutions and utilization.       Equal innovation - what it means for you who seek funding from us

      Free access to scientific publications and results

      Results from research and innovation that are made freely available increase the opportunity for more people to contribute to solutions to societal challenges. This the call for proposals should contribute to making more results freely available to everyone. Therefore, all scientific publication must be open access.

    • The offer is aimed at those of you who want to deepen your international cooperation and plan to start a long-term research and innovation project. The project must be carried out together with parties from the USA or Great Britain in the field of health and life science. Applicant must have a clear strategy for how to secure more long-term financing.

      Academic actors, research institutes, the public sector, civil society or small and medium-sized enterprises (SMEs) in Sweden can apply for this funding. Large companies are welcome to participate as participant but cannot apply for this funding. The international parties that will participate in the collaboration project may be formal participant, but cannot be financed by Vinnova. All formal project parties must approve Vinnova's general terms and conditions and enter into a project agreement.

    • The projects should aim to deepen and strengthen international collaborations that contribute to precision health and Swedish competitiveness. Funding can be sought to deepen and broaden international research and innovation collaborations and to prepare for future funding.

      Approved project activities within the scope of this the call for proposals are for example:

      • Activities to deepen and strengthen the composition and collaboration of the consortium, such as meetings and discussions with international parties.
      • Development of the scientific or technical basis for the project by, for example, carrying out pilot or "proof of concept" studies together with the international the actors.
      • Activities aimed at securing more long-term funding for a full-scale project.
      • Implementation of IPR analyses, user interviews or strategic analysis.

      In this call for proposals project are not funded where the main purpose is to conduct guest research at a foreign university.

    • Our funding is covered by rules on government support. The rules govern both what kind of costs and what proportion of the costs we can finance. This is determined for each organization individually. We therefore distinguish how much funding the project can receive, and how much each participating participant can receive.

      How much funding can the project get?

      In this call for proposals you can apply from SEK 500,000 up to SEK 1,000,000 for project that last up to 12 months.

      How much funding can a participant receive?

      In this call for proposals, project parties that carry out economic activities can be financed under the support bases:

      • industrial research.
      • experimental development.
      • feasibility studies.
      • under the de minimis support rules.

      Organizations that do not carry out economic activities can be financed with "Not state support".

      Industrial research can be simply described as seeking new knowledge through planned research or critical analysis in order to develop or significantly improve products, processes or services.

      Experimental development can be simply described as combining, shaping and using existing knowledge to produce new or improved products, processes or services.

      Feasibility studies can be simply described as an evaluation and analysis of:

      • strengths, weaknesses, opportunities and risks in an upcoming research and development project.
      • what resources are required to implement the project.
      • how likely it is that the project will succeed.

      What percentage of the costs we can finance - that is, the maximum level of support - depends on the size of the organization and the type of activity.

      We grant funding in accordance with Article 25 of the European Commission's General Block Exemption Regulation (GBER).

      De minimis support ( support of minor importance)
      In this the call for proposals we can also provide support of minor importance, also called de minimis support. We can finance up to 100 percent of a project party's costs.

      An organization can receive a maximum of 300,000 euros over a three-year period in this form of support, regardless of funder and project. This means that if the same organization received support of less importance in other project from other funders, it affects how big the support can be in this the call for proposals.

      To be granted this support, you need to submit a certificate of de-minimum support when you submit proposal.

      We grant funding in accordance with the EU Commission Regulation (2023/2831) on support of minor importance.

      Not state aid
      In this the call for proposals we provide support to organizations that do not conduct economic activities. This generally includes universities and university colleges, research institutes and other organizations that do not offer a service or product on a market.

      We can finance up to 100 percent of such organizations' costs.

      How do you determine whether an organization carries out economic activities?

      An organization that offers any kind of service or product on a market is considered to be conducting economic activities and cannot be granted this form of support. It does not matter how the organization is financed, whether it is public or private, or whether it has a profit motive. It also does not matter what legal form the business takes - that is, whether it is a limited liability company, a trading company, an economic association, a non-profit association or a foundation.

      If you are unsure whether an organization in your project carries out financial activities, contact call manager. However, the organization itself is responsible for assessing whether it carries out economic activities.

      What costs can we finance?

      Our funding may only go to certain types of costs. These are called eligible costs. In this the call for proposals these types of costs are eligible:

      • Personnel costs: Salaries, social security contributions and other personnel costs.
      • Equipment, land and buildings: Instruments, equipment and rent for premises other than regular business premises.
      • Consulting and licensing costs: Consulting services, knowledge and patents purchased or used under license from an external actor.
      • Other direct costs: For example materials, stock items and travel necessary to carry out the project.
      • Indirect costs (overhead): Costs that are not incurred as an immediate consequence of but can be related to the project, for example regular premises and cleaning.
        Indirect costs may constitute a maximum of 30 percent of personnel costs

      For a cost to be eligible, it must be necessary for the activities of the project. Project costs must also be properly accounted for and reported separately from the organization's other costs. An organization may also not take up someone else's costs as its own.

    • In order for us to take a position on and assess your proposal it must meet certain basic requirements - so-called formal eligibility requirements. If these eligibility requirements are not met, our evaluator will not handle your proposal.

      • All project parties are legal entities.
      • Proposal must be written in Swedish or English, contain all mandatory attachments and these must be written according to the template and not exceed the maximum number of pages allowed.
      • No other attachments shall be included in proposal than those listed in section 9.
      • Project must be planned to last for a maximum of 12 months.
    • What do we assess?

      The applications that meet the formal requirements according to section 6 are evaluated according to the assessment criteria below by external experts appointed by Vinnova and by expert programme manager at Vinnova.

      • The project's potential to develop into a long-term R&D collaboration with the USA or the UK in the areas of health and life science.
      • The project's potential to contribute to sustainable growth within the Swedish life science industry.
      • The project's potential to contribute to more efficient care and better health or quality of life.
      • The project's potential to contribute to increased gender equality. Please note that assessment must be done based on the applicant's answer to the mandatory question under " Project tasks".
      • How well the project is judged to contribute positively to the global goals in Agenda 2030, and how well it is judged to minimize the negative effects.
      Actors
      • How well the team, both Swedish and foreign, is judged to have the opportunity to develop a long-term collaboration.
      • How well the team contributes to the project's objectives and innovation potential.
      • How well the project team is composed with respect to gender distribution, including the distribution of power and influence between women and men.
      Feasibility
      • How well the project proposal's activities are judged to be fit for purpose in order to achieve the project's objectives and develop a long-term collaboration.
      • How well the budget and schedule are judged to be realistic.
      • How well relevant sustainability perspectives have been integrated into the project plan.
      • How well gender equality aspects are integrated into the project plan.

      How do we judge?

      1. The assessment takes place in competition between received applications.
      2. Applications that meet the formal requirements are sent out to at least three experts for individual assessment.
      3. The results of the individual assessments are compiled by Vinnova and this compilation is then the basis for discussion at an assessment meeting where all experts participate. The goal of this meeting is to come up with a consensus to recommend to Vinnova which project should be financed.
      4. Vinnova then makes decisions based on this recommendation.
    • When we have assessed all applications, we will send a decision in which we either grant or reject your proposal. In the decision, we state how much funding each party in the project is granted. Our decision cannot be appealed.

      What if you are granted funding?

      If we grant your proposal you must follow our general terms and conditions for funding. The terms and conditions include this:

      • That you must sign a special document in which you undertake to carry out the project.
      • That you must report your costs and results to us regularly during the project.
      • That you, if you are several parties, must agree on what applies to the project in a project agreement.
      • How the results will be used, and how any scientific publication will take place.

      Can you have to pay back funding?

      If you do not follow our term you may be liable for a refund. This also applies if you have been granted funding incorrectly or with an amount that is too high.

    • To apply for funding you fill in a proposal in our e-service. Proposal contains questions about the project, other project parties and budget.

      You also attach these attachments to proposal:

      • A project description of a maximum of 10 A4 pages, according to the template available for download on the call's webpage.
      • CVs for key persons in the project, including representatives of foreign partners, according to the template available for download on the call's webpage.
      • For organizations seeking " Support of minor importance" signed certificate according to the template available for download on the call's webpage.

      The appendices can be written in Swedish or English.

      This is how the application process works

      Start proposal in good time

      Keep in mind that it takes time to make a proposal. Filling out templates can take several days. Therefore, start in good time. You can start filling in information and continue at a later time. When proposal is ready, you mark it as done.

      You can unlock proposal and make changes at any time, right up until the last application date. If you unlock proposal, you must then mark it as ready for it to be registered when the call for proposals closes.

    • When your proposal has been registered, we send a confirmation to the person responsible for the user account as well as to the project manager and the signatory.

      If you submit a proposal on the same day as the call for proposals closes, it may take a few hours before you receive a confirmation. If you have not received a confirmation within 24 hours after the call for proposals closes, please contact us.

      When the call for proposals is closed, you cannot change anything in proposal. Then you can only supplement if we ask for it.

      Who can read your proposal?

      Applications submitted to us become public documents. This means that we must disclose them if they are requested.

      However, we keep confidential information that we believe could mean financial damage if disclosed, for example information about the business, inventions or research results.

    How to apply

    To apply for funding, you need to log in and complete an application form in our eServices portal. The application form contains questions about your project, the participants taking part in the project and your budget.
