Chips JU - European cooperation projects in electronic components and systems - Calls 2025

Chips JU is an institutionalized partnership program, a Joint Undertaking, within Horizon Europe. The program is funded by the European Commission, national funding authorities in participating countries and participating organizations. Within Chips JU, Vinnova funds projects with actors along the entire value chain in electronic components and systems, with both software and hardware focus to contribute to sustainable digital transformation and strong European competitiveness. Application areas can be industrial digitalization, mobility, energy systems, health, agriculture and natural resources as well as digital society.

    Chips Joint Undertaking (Chips JU), also known as the EU Semiconductor Program, is the largest European partnership program within Horisont Europa. It is funded by the European Commission, authorities in the participating countries and participating organizations.

    Inom Chips JU finances Vinnova collaborative projects with actors along the entire value chain, from semiconductor circuits and electronic components to systems of systems, with both software and hardware focus to strengthen Sweden's and Europe's competitiveness and to contribute to sustainable digital transformation. The application areas are mobility, energy, industrial digitalisation, digital infrastructure and communication, digitalisation in agriculture and forestry, health and society.

    What is the offer about?

    Chips JU has two subprograms:

    • Electronic Components and System (ECS)
    • Chips for Europe

    Delprogrammet ECS has funding from Horisont Europa and is focused on collaborative projects for research and innovation.

    Chips JU Calls 2025 include Research and Innovation Actions (RIA) and Innovation Actions (IA) based on this year's Strategiska Research Agendan (SRIA) for ECS. The ECS sub-program also includes IA and RIA calls for proposals within specific focus topics with a dedicated budget.

    Delprogrammet Chips for Europe has funding from the Horisont Europa and Digital Europe (DIGITAL) programs. This includes initiatives to strengthen European infrastructure and implementation.

    This is how it goes

    The application process takes place in several steps as described below. The content of the project proposals is evaluated by international experts and in parallel, Vinnova evaluates the participating Swedish organizations against Vinnova's national rules.

    1. Project sketch - Project Outline (PO)
      First, the entire international consortium submits a project outline, a so-called Project Outline (PO), to Chips JU.
    2. . Results of PO phase
      The project outlines that are deemed to have the greatest potential and highest quality will be given the opportunity to submit a full proposal, a so-called Full Project Proposal (FPP). In connection with Chips JU sending out information about which project proposals will be given the opportunity to submit a full proposal, feedback will also be given on how proposal can be improved.
    3. Full proposal – Full Project Proposal (FPP)
      The international consortium submits a complete proposal to Chips JU. Proposal is assessed by international experts. Together with the complete proposal, all Swedish parties must also submit a joint so-called National Part with a description of the Swedish consortium's funding for the project, objectives and how it can contribute to sustainable growth in Sweden.     4. National Review
      In connection with the international evaluation of the full proposal, Vinnova also conducts a review of the Swedish consortium with regard to national rules including national relevance. If this is not met, individual project participants or all Swedish participants may be denied funding from Vinnova.
    5. Decision
      After the review, the projects are ranked based on the technical evaluation and the priorities of the participating countries. Based on this ranking, decisions are then made within Chips JU's Public Authorities Board, which includes Vinnova. Approved project then begin negotiations on the agreement (Grant Agreement) with Chips JU to receive EU funding through Chips JU.
    6. National project description for national decision
      The Swedish consortium that is part of a project application that is selected for funding within Chips JU must submit a joint proposal to Vinnova with a national project description according to separate instructions. Vinnova then makes a decision on national co-financing.

    For participating companies, the following applies when submitting proposal to Chips JU:

    • The company must be a limited liability company registered in Sweden or a foreign organization that has a branch or establishment in Sweden.
    • Activities in the project must be carried out in the Swedish operation and project costs must be attributable to the operation's activities.
    • Organizations seeking funding for personnel costs must be registered as employers with the Swedish Tax Agency.
    • Companies must have at least two registered annual reports with the Swedish Companies Registration Office.
    • The most recent registered annual report must have net sales or equity equivalent to half of the amount eligible for application with Chips JU and Vinnova.
    • Companies must have at least one million kronor in net turnover according to their most recent annual report. Net turnover does not include public funding from, for example, Vinnova or the EU.
    • Companies must have at least three full-time employees.

    Before deciding on funding, we also conduct a comprehensive assessment of the organizational and financial status of those receiving funding. We use information we obtain from credit reports, currently from Dun & Bradstreet.

    In order for us to grant funding this applies:

    • Organizations seeking funding for personnel costs must be registered as employers with the Swedish Tax Agency.
    • Organizations must not be insolvent, undergoing liquidation or corporate restructuring, nor must they have unpaid debts with the Swedish Enforcement Authority.
    • Limited liability companies must not have used up half or more of their share capital.
    • If requested, SMEs must be able to demonstrate that they have the financial means to implement the project according to their budget in proposal. They cannot use public funding or their own funds intended for other project to cover project costs in this call for proposals.

    For Chips JU, costs in the project budget and in reporting to Vinnova must follow the funding rules for Horisont Europa. Please note that it is Horisont Europa's rules that apply for calculating indirect costs (overhead) in the national project budget and when reporting to Vinnova. This means that the project budget and reported costs for each Swedish participant must have the same level in reporting to Vinnova and Chips JU.

    What is industrial research?

    Industrial research can be simply described as seeking new knowledge through planned research or critical analysis to develop or significantly improve products, processes or services.

    In this the call for proposals we also provide support to organisations that do not engage in economic activities. This means that they do not offer a service or product on a market. This usually includes universities and university colleges, research institutes and other organisations.

    We can fund up to 65 percent of costs for participating universities, university college and research institutes in this call for proposals.

    How do you determine whether an organization is engaged in economic activities?

    An organization that offers any kind of service or product on a market is considered to be carrying out economic activities and cannot be granted this form of support. It does not matter how the organization is financed, whether it is public or private, or whether it has a profit-making purpose. It also does not matter what legal form the operation has. For example, whether it is a limited liability company, a trading company, an economic association, a non-profit association or a foundation. However, the organization itself is responsible for assessing whether it is carrying out economic activities.

    How much of the costs can we finance?

    The size of the organization and type of activity determines how large a proportion of the costs we can finance, i.e. the maximum level of support.

    • Maximum funding from Vinnova for a project is equivalent to €2,000,000. The EU Commission funds at a corresponding level.
    • Maximum funding from Vinnova to individual large companies, universities, university college and research institutes is equivalent to €730,000.
    • Maximum funding from Vinnova to small and medium-sized enterprises is equivalent to €450,000.

    The following support levels apply to the grant from Vinnova:

    • Project coordinator: Universities, university colleges and research institutes: 65 percent
    • Project Coordinator: Large Companies
    • RIA - Research and Innovation Action: 40 percent
    • IA - Innovation Action and Focus topics: 35 percent
    • Universities, university colleges and research institutes 50 percent
    • Small and medium-sized enterprises:
      RIA - Research and Innovation Action: 35 percent
      IA - Innovation Action and Focus topics: 30 percent
    • Large companies:
      RIA - Research and Innovation Action: 25 percent
      IA - Innovation Action and Focus topics: 20 percent
