Vinnova's general terms and conditions for funding
To receive funding, you need to follow our general terms and conditions. For example, there are term about reporting, project agreements and what happens if you don't follow the terms.
You will always find the conditions in the decision on funding, and here on the web. English versions of the documents can be found on the English version of this page.
Your decision sometimes also special conditions that add, remove or change something in our general terms and conditions. Therefore, it is important to read the term found in the decision.

Help to understand and fulfill the terms
We would like to make it easier to understand and fulfill the conditions for our funding. Therefore, we have produced instructions and guides for some of them.
Form: Participant approval
All parties in the project must submit the form Participant's approval, where you undertake to fulfill our term and implement the project according to your description in proposal.

Eligible costs
Our term describe which costs we can cover, i.e. which costs are eligible for support. In our instructions, we clarify which costs these are, and how you calculate and report them. Please note that this is the corresponding document that until 31 December 2020 was called "Guide to eligible costs".

Note! For projects granted funding before January 1, 2023, for section 4.1, the personnel costs must not exceed SEK 800 per hour. For further information see section 4.1 in the previous Instruction to eligible costs (dnr 2018-05237).

Scientific publication

For project where more than one organization collaborates, there is the condition of reaching a project agreement. Our guide will help you get started.
Auditor 's certificate
Beneficiary who receive funding of three million kroner or more must, according to our general terms and conditions, attach an auditor's certificate in connection with the final report.
This certificate must be carried out by a qualified accountant but there are exceptions:
- If the beneficiary is a municipality, a county council or a state public authority, the auditor's certificate can also be carried out by a municipal professional auditor or internal auditor.
- If the recipient of the grant is a university or a university college, no auditor's certificate is required unless otherwise stated in the decision or special conditions
Costs for the auditor's certificate can be included in the final report with up to SEK 30,000 even if the invoice has not arrived.

We review project regularly
Every year we carry out at least 50 in-depth reviews of our funded project. The right to review a project follows from our general terms and conditions (see § 8.1, General terms and conditions). It is valid during the project period and for ten years after the last payment.
We can choose to review both ongoing and completed project. Which project are selected to be reviewed is done both randomly and based on what we believe may involve high risk.
The audit is carried out by external auditors.
If we suspect crime in project, we report it to the police.

We get many questions about financial reporting. When we review project, we also see that there are some things that are often missed. Here we give tips for what you should think about in order to pass our reviews. Things to think about before budgeting and reporting
Former term
You must always follow the term that applied when you received the decision on funding. These conditions apply to most of the project that we granted funding before January 1, 2021.
