Six-year evaluation of the strategic innovation program Viable Cities

In summary, the report shows that Viable Cities is a well-functioning programme with an ambitious approach. The program operates in a very important area, gathers actors and makes them work towards the same objective, which contributes to the gathering of power at different levels. Viable Cities also works successfully to promote knowledge exchange between the actors.
The evaluation was carried out in 2023. The purpose of the evaluation is to demonstrate results and early impact as a basis for the authorities' decision on continued funding, as well as to provide support for the authorities and the program office to develop and improve the program in the best way.
Strategic innovation programs are a joint effort by Vinnova, the Energy Agency and Formas on actor-driven programme through collaboration in areas that are strategically important for Sweden. They must contribute to creating the conditions for sustainable solutions to global societal challenges and increased international competitiveness.
On behalf of the Norwegian Agency for innovation system (Vinnova), the Research Council for the Environment, Land Industries and Community Building (Formas) and the Norwegian Energy Agency (Energymyndighet), Faugert & Co Utvärdering/Technopolis Sweden in collaboration with Technopolis Ltd and Sweco Society have now evaluated all 17 strategic innovation programs (SIP) after six years activities.
