Priority-setting in the European Research Framework Programmes
Go directly to the reportUnderstanding the mechanisms that contribute to shape priority setting in public financing of research and development is key knowledge. Vinnova has taken the initiative to study in considerable depth the prioritisation mechanisms in four settings, in the EU framework programmes, in USA, China and Japan. The purpose is to learn from experiences in those settings when developing Vinnova strategies and positions. Hopefully also other institutions will find the project useful for other policy developments.
This report is the first of four studies and covers the Framework Programmes of the European Union. The report describes the intricate mechanisms to come to decisions on the form and contents of a framework programme.
