Important results from the project
The goal that at least a handful of Sweden´s regions should have established structures and basic conditions for working with making open data available has been achieved, but the number of participating municipalities is only half of what we had hoped for. The goal that at least 20 national standardized data sets should be established and applied to a large extent by Sweden´s regions and municipalities has not been achieved. The goal of establishing national collaborations has been fulfilled.
Expected long term effects
The project has shown that the model with a national actor that cooperates with regions and municipalities in clusters works well. Although not all regions in Sweden have established such clusters yet, we can state that there are great synergies and positive effects to be achieved. We can also state that the state authorities need to take greater sectoral responsibility and coordinate regions and municipalities as part of their regular mission, compared to today.
Approach and implementation
Initially, an investigation was carried out to map which data sets from the regional and municipal sector could bring a societal benefit if they were shared openly. The result, the top 100 list, was the basis for the implementation of the data workshop. Data models and specifications were developed and collaborative projects were carried out with national actors, regions and municipalities to publish these. In parallel, regional cooperation forums were established.
