Important results from the project
The project objective was the development of a Swedish model for ´welfare bonds´ (Social Impact Bond ´ . The model connects socially responsible investors and social entrepreneurs with a solution to a social problem, and enables solutions without the public taking a financial risk. It is an innovative way to attract new capital to develop and finance new methods of social activities - both preventively and to solve concrete problems .
Expected long term effects
A pilot project is ready to test a Swedish welfare bond of the problem of prolonged school absence, so called ´ hemmasittare ´ , which is a social problem that many of our communities are grappling with .
Approach and implementation
The project was implemented by a project team working in three different areas have developed the basis for a Swedish welfare bond - municipalities and procurement , finance and model and measurement and monitoring. Municipalities have been more difficult to get in touch with than expected , there is also some suspicion from municipalities to the new models. The project has attracted considerable interest from various actors - municipalities, SKL , financiers but also internationally.
