Important results from the project

In the system demonstrator "Snabbsam", the City of Stockholm and a range of local partners worked together to accelerate large-scale transformation of travel behaviour, use of public space and vehicle fleets in central Stockholm. The aim is an emission-free inner city and to generate wider impacts across the city and region, in order to achieve a climate-positive Stockholm by 2030. The City of Stockholm´s new environmental zone will be used as a motor in the work for an efficient and emission-free transport system that serves the whole city.

Expected long term effects

SNABBSAM planned for a broad, systemic transformation addressing topics including regulation and policy, infrastructure, vehicles and logistics, business models, behaviour and culture. The planning phase prepared for system demonstration by generating: 1)Understanding of the system requiring transformation; 2)A portfolio of measures and establishing structures for orchestration and portfolio management; 3)Legitimacy by mobilising actors and perspectives. The portfolio will then be demonstrated in the STOLT project and contribute to accelerated climate transition.

Approach and implementation

SNABBSAM was coordinated by the City of Stockholm and an orchestration team including IVL and Lindholmen Science Park; this group developed an iterative process implemented together with partners across four work packages. These work packages focused on (1) understanding the system; (2) developing the portfolio; (3) generating a mandate and mobilising actors; and (4) learning, methods, upscaling and dissemination. The output of these processes is a portfolio of measures ready for large-scale demonstration in the STOLT project.
