Important results from the project
Self-driving cars and digitally mediated shared mobility are disputed. The new solutions are usually called "smart mobility". They create opportunities, but also involve risks. The aim of this project has been to contribute to a discussion on governance of smart mobility. Every municipality, region and state authority will be affected by smart mobility, but they also have opportunities to influence the development. In order to do so, they need to reflect on their role and what resources they have or do not have available; and develop a conscious approach to smart mobility.
Expected long term effects
The project discusses how public actors can strengthen their ability to govern. There are no recipes, but questions that municipalities, regions and state authorities should ask themselves: 1) the importance of ensuring fundamental values, 2) the need for a clear game plan, 3) collaboration between different actors, 4) citizen involvement, 5) the importance of organizational learning, 6) that many of today´s instruments will be relevant even with smart mobility, 7) that opportunities may arise for new instruments, and 8) that basic control principles may need to be questioned.
Approach and implementation
Various methods have been used in the project, such as exploratory scenario studies, literature studies on smart mobility and policy instruments, workshops and policy labs with public actors, as well as a questionnaire survey aimed at experts in smart mobility. Theoretically, the project has been inspired by literature on policy instruments, including in particular a framework that describes four categories of resources that state actors have at their disposal in their ambition to govern: Nodality, Authority, Treasure) and Organization, in English abbreviated NATO.
