Important results from the project
The purpose was to strive for less legal insecurity in handling of open and public authority data, to decrease both experienced as well as actual risk, which likely would lead to more use of accessible open data. We have publicly informed about the legal challenges and most importantly prepared and written a comprehensive legal handbook on open data in public government. It is yet to be published due to final editing at the publishing house, but it´s on its way.
Expected long term effects
The legal handbook is written but is yet to be published at the publisher we are collaborating with. In terms of effects following in line with the described purpose, that is to reduce legal insecurity, we can conclude that the handbook does reduce legal insecurity at a theoretical level. However, it is far too early to say anything about its actual effects in terms of reception at public agencies and authorities, and as catalyst for more open data in use.
Approach and implementation
The work in the project has in principle proceeded as planned. However, the fact that the Swedish PSI investigation postponed its report three months delayed our legal analysis to some extent, because it partially was depending on it. It was beneficial for our project to have external expert readers in the early phase of designing the handbook. The final editing before publication at a publishing house has however been demanding more time than initially expected.
