Important results from the project
The purpose of the Swedish Companies Registration Office´s policy lab has been to find out what the consequences of mandatory digital submission of annual reports will be for those affected. We have investigated how mandatory submission affects different behavioural groups of entrepreneurs. The project has also included identifying provisions and laws that prevent mandatory digital filing of annual accounts documents. One sub-goal has been learning about policy development.
Expected long term effects
The result is based on various activities that we have further iterated throughout the process. We have identified a number of impact areas that can briefly be summed up that the entrepreneurs do not want to feel the sense of coercion when digitisation comes naturally. Requirements and costs hit uneven hard and we need to take into account the preconditions of small companies. Entrepreneurs want it to be as simple as the analogue, but at the same time they have higher demands on digital services.
Approach and implementation
In the policy lab, we have worked to a design process consisting of four sprints. In the sprints, we have carried out a number of activities to examine the consequences for those affected. The main activities were stakeholder map, questionnaire on bolagsverket.se, in-depth interviews with entrepreneurs and several workshops including one full day together with the Sweden Innovation Agency and the Swedish Agency for Economic and Regional Growth. Those who have taken part in the working group are business developers, service designers and lawyers.
