Important results from the project
The OpenUp project aimed to support the publication and re-use of public data as open data. Our project has developed a platform for publishing accounts payable in a simpler, more efficient and more transparent way. We have created a core community of stakeholders (journalists, company representatives, civil servants, academics) that we have coached to make it easier for them to access, reuse and visualize data.
Expected long term effects
We directly involved over 500 people (incl. civil servants, journalists, academics) in diverse project activities and in issues related to opening and using procurement data through events and meetings. The project portal has been developed both in terms of automation and visualization. We contacted a large number of authorities, and sent scores of direct information requests for accounts payable via the portal Handlingar.se. As a result, the portal today shows data from 5 municipalities, 1 region and 14 authorities.
Approach and implementation
The project involved public officials, procurement and data experts, journalists, and academics in work processes with two important goals: gauge their need/readiness for data usage, and build their capacity to release and / or reuse data. This was enabled through our school of data, workshops, meetings, live tutorials, consultations and participation in external events. We also developed an open source, fully re-usable and easily reproducible visualization portal and supplementary learning materials, reports and recommendations on diverse areas of open data and procurement.
