Important results from the project
The overall purpose of the projects was to develop a solution for continuous publishing of municipal finances as open data. Half way into the project it became clear to us that our chosen topic was a lot bigger and more complex than we had anticipated. Instead of developing solutions, we concentrated on summarising our findings about the topic and give recommendations on how to continue the work in a project report. A beta version of this report is available on the project blog: http://blogg.helsingborg.se/oppendata/
Expected long term effects
Before we started the project, one of our hopes was that other interested parties would benefit from our findings. Even though we haven´t found any absolute truths, we believe that our report may work as an introduction and background for discussion on the topic of municipal finances. The XBRL-workshop we arranged, with representation from other municipalities and government agencies, spawned a lot of discussions between the participants that hopefully has continued.
Approach and implementation
The original plan was to work in three parallel sub-tracks (process, technology & format) with 5-week iterations. After a while we discovered that the chosen topic was too unexplored for this set up. Instead we shifted to an exploratory approach where we decided what to do next as we gained more knowledge.
