Mission-oriented Innovation Policy: Implementation and Evaluation in Europe

Purpose and goal

In this project we focus on studying the implementation processes and evaluation practices of mission-oriented policies. As Horizon Europe specifically focuses on missions, this study will focus on both European and nation-state level of implementing and evaluating missions. In detail, we will study 1)The way EU level governance structure of missions (the commission, mission boards, mission assemblies) 2)How are European nation states implementing mission-oriented policies. 3)Whether and how missions are being deployed as a policy instrument on regional and city levels

Expected effects and result

1)We will set up an online survey focused on implementation and evaluation processes and practices. 2)Based on the survey, we focus on 3-5 deeper case studies with particularly well-developed implementation and evaluation practices. 3)We will do an exploratory study that looks at the multiplier effects of existing horizontal innovation policies and new emerging mission-oriented policies. The project includes two workshops in Vinnova, a kick-off meeting and a workshop towards the end of the project. The latter includes high level policy makers from the EU and Sweden.
