Important results from the project
The aim and objective have been met well. We have shown that it is both desirable and possible to create a Citizens´ Hub. We have designed prototypes in two areas, tested / demonstrated with the efforts of citizens, administrators and experts. The jurisprudence within this type of information management for citizens still is a challenge in this context, however, important steps were taken in the project. The technology has worked well with the exception of the obstacles described with the banks´ APIs. The continued development of Medborgarnavet, however, also has financial challenges.
Expected long term effects
We have verified that information transparency for the citizen is very relevant. The result is an important step for jurisprudence with government data, as well as citizen tests with sharp information from authorities. Finansinspektionen did not give permission to collect bank transactions for the citizen. Desired function has been demonstrated with the banks´ test data Prototypes have been developed based on a newly designed so-called plug-in architecture that has worked well. The architecture is based on information management instead of starting from a certain technology.
Approach and implementation
An initial analysis of needs was used for service design with technical development based on the PSD2 directive. Following a non-decision from Finansinspektionen, the project´s flexible organization was able to take advantage of the opportunity to collaborate more deeply in a sub-project with SKR and three authorities on authority information. Service design and development was also done for authority information, tests could start thanks to contacts within Sambruk and SKR. Through these contacts, we have been able to test sharp data with citizens, with very positive feedback.
