Important results from the project
The present study aims to design a procurement model that gives contractors and subcontractors the incentives to invest in green new technology. The results show that the Swedish Transport Administration´s existing model does not meet this. The procurement model should focus on dimensions that can be verified.
Expected long term effects
The Swedish Transport Administration´s procurement model does not give the contractors or subcontractors the incentive to go beyond a 15 percent emission reduction compared to a base scenario. The contractor is procured on lowest price. This means that a more expensive tender with a lower climate impact will not win the procurement. This does not promote green entrepreneurs to invest in sustainable new technology for the transition to sustainable construction.
Approach and implementation
The analysis is based on a review of the Swedish Transport Administration´s guidelines on procurement requirements regarding emissions. The results have since been agreed with both contractors and subcontractors, both in the reference group but also in bilateral interviews. A public seminar has also been held and the report has been presented at the National Institute of Economic Research.
