Important results from the project

** Denna text är maskinöversatt ** The purpose was to investigate whether scrapping premium for the purchase of electric bicycles can be an effective instrument for accelerating the phasing out of old cars in favor of more sustainable and healthy mobility. The aim was to compile potential effects on the transport policy goals. The conclusion is that the policy can contribute with significant environmental and health benefits. To be accepted, it probably needs to be designed in a way that takes into account the needs of different social groups.

Expected long term effects

** Denna text är maskinöversatt ** The results show that an earmarked scrapping premium can lead up to 550 000 tonnes of reduced carbon dioxide emissions and SEK 25 billion in health gains by 2030. The instruments´ effects and cost-effectiveness depend on a number of assumptions, mainly the number taking part in the premium for the scrap car, the substitution effect of electric cycling, as well as emissions and mileage with a possible replacement vehicle. Interested respondents are generally more highly educated, have larger incomes and / or live in more urban areas than the average.

Approach and implementation

** Denna text är maskinöversatt ** In the study, a survey was conducted aimed at 3,000 car owners in Sweden. The policy instrument´s potential effects on carbon dioxide emissions, health and social aspects were analyzed. Following the implementation of data collection, analysis and completion of a draft report, a reference group meeting was held with experts in traffic analysis, climate issues and transport policy from a number of government organizations.
