Important results from the project

The project has achieved its aim, ie to create better conditions for monitoring InfraSweden2030´s long-term goal fulfillment. The project has also achieved its objective, which was to review designated indicators and objectives for the programme´s focus areas and also make a baseline measurement for those objectives that was deemed measurable.

Expected long term effects

The project has reviewes the designated indicators and objectives. The majority of these are considered not measurable as they are unclear or lack definition in the industry. Some can be measured only partially or through special, time-consuming efforts. Some can be measured through internal follow-up or external data obtained from agencies. The project has concluded that the number of objectives should be reduced; they should be set for the whole program rather than for each focus area; and that the goals should be SMART. The program´s roadmap and effect logic must then be updated.

Approach and implementation

The project was carried out by Ramboll AB, after a formal procurement. The work was based on literature studies, workshops with the program´s focus area managers and interviews with a number of experts. About 40 people were interviewed. Ramboll then assessed all objectives based on the respondents´ opinions in combination with their own literature studies. For each objective, Ramboll has put together a description, assessment of its relevance and measurability and also sources of measurement. For objectives deemed measurable, a baseline measurement has been conducted.
