Important results from the project

ARENA has; supported society with knowledge and practical solutions for user charges, assisted with capacity building and disseminating knowledge in a national and international context. ARENA has also been involved in developing an environment for research and innovation around user charges and ITS. ARENA´s goal to be a venue for user charges, to develop user charges for infrastructure financing and as a means of incentives, to develop methodology for impact assessment of mileage taxation and to develop an innovation center for user charges has been achieved.

Expected long term effects

ARENA has supported decision-making by providing knowledge about the use of user charges relating to infrastructure financing and means of incentives and methodology for impact assessment of mileage tax. Knowledge and competence within ARENA has contributed to the work of the Governmental Road Tax Committee and further preparation of proposals for Swedish heavy duty vehicle milage tax system. ARENA has contributed to further development of the innovation center and networks for knowledge sharing about user charges in the transport sector.

Approach and implementation

The project has been implemented in three subject-oriented and two overarching work packages for communication and dissemination of knowledge, respectively project management and administration. These parts have been implemented according to plan. Part of the project´s tasks ended up in the framework of a government investigation. ARENA´s role changed to support the investigation with knowledge and competence. One work package has been deleted because of reduced co-financing. Adjustment has been communicated and documented through change decisions.
