OECDs Observatory for Public Sector Innovation (OPSI) has an ambitious programme called "Anticipatory Innovation Governance Programme" to explore new ways of moving from future-oriented research and foresight to action. Through i.a. In a number of case studies in different countries, they try to identify new ways of approaching a more anticipatory policy-making. Vinnova is one of the co-financiers of the investment, which is ongoing 2019-2021. The City of Helsingborg's innovation work is one of several cases together with e.g. Spain, Finland, the Netherlands, Ireland, Latvia and Slovenia.
